You will get the max possible for the item, based on its ilvl number.
You can see the ilvl and socket correlation on each item's page.
That is from War Scepter's page. So, if you know where you got that item, it will get exactly what you expect. If it's from hell difficulty, always assume max. Only exception is Recipe: Normal Quality Weapon of Same Type which assigns ilvl=1.

Larzuk will give the maximum number of sockets possible for the item, based on its maximum possible (of course) AND its item Level (iLvl). iLvl, to make it simple, is a hidden parameter (nothing linked to required level, please beware) that depends on the level of the area it dropped from and the monster it dropped from (Champions / Uniques add values to the area, act bosses have fixed specific values).
Example : to make Spirit sword in Normal, get a Crystal Sword with no open sockets in certain parts of act V or cows. The iLvl will be enough to possibly get 4 sockets, though normally nothing can drop naturally with 4 os in normal mode. Larzuk will then add the maximum number of sockets possible for THAT item, i.e. the lowest between the value reachable by the iLvl (4) and the value reachable by the item (Crystal Sword can go to 6), so here, 4.
For your War Scepter, to make it simple, where did you find it ? If it's in hell, don't ask yourself too many questions : all hell areas are enough to reach the max number of sockets. If it's normal or nightmare though, it can be more complex and you should try to remember exactly where you got it.

The above responses are correct in that Larzuk always gives you the max possible for that item. That same max (or lower) generally also applies to all other methods of post-hoc socketing. As such, even if it was a lower ilvl and Larzuk only gives you say 3 sockets, you also would never get more than 3 from cube-socketing either. So you'll never have a situation of "Damn it Larzuk! Oh, if only I had cubed it instead to get more sockets!".
