Is there a database that exists of all monster affixes in addition to the backend maths associated? Like, do we just have to 'infer' how Spectral Hit performs? Some of this stuff is obvious (ex. Teleportation) but it would be neat to see the backend math of say, the Stone Skin monster affix (for example).

It's from D2 LoD 1.13c+ so it's not up to date for D2R, most of it is still accurate besides some bug fixes to LE/CE/FE explosion and mana burn that were fixed in D2R.
If you have the D2R game files extracted with a tool like CascView then you can see the unique monster affixes yourself in data>global>excel>monumod.txt. Actually looks like this only controls the parameters regarding how their affixes are selected (are they enabled, classic vs expansion, chance to pick an affix, excluded monster types, etc.) and not the actual effects themselves.
