I'm a paranoid dude and curious. I've currently been enjoying solo/offline after strictly playing online since D2R's launch.

Is there a parameter in-place to automatically delete my BNET characters after 'x' amount of time? Wasn't there structure in-place in original BNET/D2 for the purpose of purging old or stale accounts? Thanks in advance.

There is no such thing anymore. Yes, it used to be like that in D2/LoD, but not in D2R. Characters are permanent (until you manually delete them).

I'm in CET (Central European Time), so that's UTC+1 normally and UTC+2 during DST.
My profile says Ladder, but I play both Ladder and Non-Ladder.
