Can be used to make Runewords:
I play both ladder and non-ladder.
2/20/Dex/PRes/MF: all nice stuff. PRes is not the best but Pallies tend to have less of that so quite good.
Would rate it between Vex and Lo, perhaps even Sur if you're lucky.
