I thought yes, and so you could only get +X Skill for Level 1 Skills, but i saw a post saying that you could use this Recipe to get a +X Conviction or +X Fist of the HeavensScepter

That was my post for the Conviction and Foh but I need to edit have edited the comment as it is inaccurate. I was trying to write/edit two posts at the same time and crossed some wires.
In a very simplified way, the % Chance of any Auto Mod spawning on an item is calculated:
% Chance = (X / Y) where:
X = Frequency of the desired Auto Mod.
Y = Sum of Mod frequencies that your aLVL meets the requirements of.
Conviction and Foh cannot roll after using the above Weapon recipe since they are Tier 6 auto-mods. Only Tier 1 and Tier 2 auto-mods can roll on items with iLvl=1.
