Er... not much. No FCR does not help. Still it's very practical for a Hammerdin with the TP charges to level up so maybe you can squeeze a Lem/Pul out of it.
Additional info : it MAY be useful for Low level duelling (LLD), please wait for a second advice as I do not know that specific case.

It can't be used in LLD, the tele charges says lvl 27 because OP has it on a sorc, the lvl req will be 48 and higher if he checks the amulet on another class.
