Merc Armor Weight Speed Penalty?

Alright. Looked at the usual suspects (Searched these forums, checked Reddit, etc), before asking this question.

Does the armor weight movement penalty apply to mercenaries? There appears to be mixed opinions on this fact with no definitive source of truth.

They are definitely subject to armor weight penalties.

Eth heavy base for an Act 5

Frenzy Merc to build a Fortitude so should be fine. He's bloody fast when

Frenzy gets going with just the base on.
