1. I am doing Mephisto runs as blizzard sorc
2. After I cast some blizzards I switch to offhand Gull to have more MF when he dies
Does my new MF (with Gull) is used when rolling drops or is the MF used that I had when casting Blizzard?

The MF you have at the moment Meph dies is what matters. This applies to your merc as well if he manages to land the killing blow.
