Mephisto's Soulstone is dropped by Mephisto in Act 3. Picking it up initiates the quest Hell's Forge.
Alternatively, if you didn't pick it up, Deckard Cain will give it to you at the start of Act IV on the first dialogue.
The soulstone must eventually be taken to the River of Flame and destroyed using the Hellforge Hammer.
It isn't worth anything to vendors, but sees some niche use in trade scams in place of Annihilus.
