Hey Shrub,
Site is fully optimised for mobile so is already a web app in that sense. I don't want to learn Java and recode 2 years of work, so wouldn't be from me anyway.
As for push notifications, we had a push solution in place a while back, but it was very buggy and I had to remove it to get the site working again. It had very low usage (less than 0.1% of members) and isn't supported by apple devices.
What most people do to is use emails which generate push notifications universally.
