The OP is incorrectly assuming that "damage = damage".
Max damage (as in the screenshot) and min damage are indeed suffixes and can hence appear along side +skills on a magic bow. %ED enhanced damage however, such as "Cruel", is a prefix and hence mutually exclusive with +skills on a magic bow. So no, there won't be a +5 skills/250ED magic bow.

don't elem bowazons benefit a LOT from +skill? they are like casters but with attack speed instead of cast speed, from everything I read ? Frostmaiden's best weapon is Ice on a Matriarchal Bow IIRC?
It is true that physical bow builds don't benefit much from the + to bow skills but Ice bow builds definitely do, so there is a caveat there. However, the post was about a +2 to amazon skills with a +3 to bow skills, and a physical bow build might be better with the cruel prefix rather than the +2 to amazon skills whilst the Ice bow build BiS weapon is an IceMatriarchal Bow.

Yes, they do. But mathematically it's still better to have +25-30% cold dmg + 2/3 b&c skills from the bow than to have +5 skills total (even if you are running a dual elemental/any other hybrid build). That being said, for physical one Windforce is much, much, much more effective in practice than any other +ED/+MinMax dmg could ever achieve. Alternative to that is Faith in GMB (depending on needs)...
