Definitely. Probably worth Pul- Um or maybe a little more. If the Minimum damage was higher, it'd be worth a lot more. The minimum damage can roll up to 10, and the Enhanced Damage can roll up to 40%.
You're going to likely have a hard time selling it though, not many people seem to be in the market for Jewels on this site. It might be a good idea to socket it in a relevant item. I socketed my Enhanced Damage jewel in a Guillaume's Face, and it doubled the item's value from Pul -> Um
I see you also have Guillaume's Face listed on your user page. Could consider doing the same.
