Unless I am mistaken, it only applies to weapon based attacks.
So it would apply to Whirlwind and Frenzy, but not War Cry.

To my knowledge the only way to increase its direct damage is through + skills. Overall damage output would also be subject to external effects such as Amplify Damage.
