Maxroll's drop calculator also seems to indicate that both champion and unique monsters in Travincal, excluding the council themselves, can indeed drop Bul-Kathos' Sacred Charge.
It would seem to me that they shouldn't be able to drop from TC87, maybe someone with a better understanding of the loot/drop system can explain

It's not unusual for items to drop from monster levels lower than the TC in question. TCs are designed to separate items into groups based on quality level; they're not meant to be a direct requirement for a drop to happen.
