Can be used to make Runewords:
Arreat's Face costs pretty much nothing and is a lot better.
Only super niche use for this would be a SINGER Barbarian, but I haven't seen a single one of those, whom might want in theory to get past 200% faster cast.
I'd personally vendor this.

Back to the Circlet - the all res is nice, but the other 3 mods are worthless for a singer. Still, it's a 2/20 with all res... if you can find the right buyer, my best guess would be somewhere in the range of Pul - Mal? But the challenge is finding the buyer for this...
