Can be used to make Runewords:
Sorcs usually prefer Griffon's Eye, Nightwing's Veil or Flickering Flame.
2/20 circlets are more likely to be used for hybrid builds or if someone wants to make a 200 fcr Fireball sorc. But that's not as popular as going single element with a sunder and one of the head pieces listed above.
That said if we look at your Circlet you have +2 skills, 20 fcr, high str and a mid life roll. Def and ar don't add any trade value. That's 3.5 of 6 points. Because of that I would say only ~ Ist.

I think Ist is a bit low for such nice str. I would say around Lo on scnl. But agree it's not a super popular option, 2os 3/20 is better for single-element builds
