I had made this comment on a Mr. Llama SC video and wanted expand the coverage of the idea.
"Mosaic being rebuilt to Mal- Gul- Sur would change the curve for ease and timing of access, especially when needing two of them. Two Sur's would make you choose between investing in Mosaics or having Ber equivalent value, and not allow hellforge farming to get you this runeword. Sur gives a weapon "Hits Blinds Target" which is a perfect mod for the retina destroying display. Additionally, dialing down the +skills to only +1, returns some balance of tradeoffs between item options that makes the itemization in D2R great. Lastly, a more modest range on the +elemental skill damage to something like 2-7% still gives you a roll range that has a rewarding high roll, but is less offensive when paired with the +skills reduction. Just a long thought worth considering."
Expanding on the idea further but referencing what has already been said, the increased rune cost will hopefully slow down the acquisition in ladder, preventing assassins being so prolific at the top of ladders. The friendly competition between classes is nice. The reduction in skills and skill damage will be necessary with the increased skill cost. It is okay for items to be very powerful, as long as they come at a cost that make them work grinding for, and ideally when they still make you consider the tradeoffs with other gear options. The topic of OP items is often centered around the premise that one something exists all other options are worthless.
The unfortunate thing with MA skills and charges is that without maintaining charges or having to manage the charges builds can feel slow and clunky. This was the main reason to make something like Mosaic in the first place. This leaves the necessary evil to this runeword and something that makes it unique is the chance to consume charges. It seems to be something that should stay as is. If further balancing is needed it may need to be at the skill tree scaling level, or even a skill mechanics level.
