In HLD people use Enigma.
In LLD and MLD Teleport charges are used. Most common is a offhand Teleport staff. I don't know how common charges on circlets and amulets are.
But if they are used, the lvl requirement has to be low. Lvl 67+ uses Enigma.
Your circlets might be used by some people as a temp but the value of these are in the PGs. Not worth trading imo. (I sold some TeleportCharge amulets though)
D2R is nothing but a highly complex paper doll dress up simulator.
