Probably yes, perhaps even more, though 5 in fcr makes it hard to achieve any significant breakpoint.

Most breakpoints for fcr are multiples of 5, making a 10 fcr MUCH more valuable than anything between 5 and 9 (exceptions for druids for example where if I remember well it's in 9 and 18, but that's rare)

Dream amulets are usually 2 all skills / 20 fcr, and those are super expensive (but the chance to roll 1 is around 1/1000 per craft)
