I have no idea how to price this. I know that the main stats people want are the +2 skills and preferably 20fcr but it has frw and all res so not sure if it actually worht something or not on Ladder.

Charsi. Arreat's Face is so much better, especially taking into account Barbarians have Increased Speed, which is a passive skill.
Since Arreat's is just so good, the only way a Circlet can out do it (or even Shako) is one with +2 skill, FCR/FRW, 2os, all res, and massive str and dex rolls.
