From what I've read they fixed vsync performance which was bad since 2.7 (https://eu.forums.blizzard.com/en/d2r/t ... e/24842/24) and it is possible again to use launch parameter to directly connect to asia (without launching the battle.net app) which was also broken for some time. But I cannot confirm these as I always disable vsync in games and I never used those launch parameter to start the game without the battle.net app.
Why can't blizz just write something esoteric versus posting zero change log? It's annoying.

Isn't it a technical limitation of consoles that small patches cannot be applied, but a game has to be re-downloaded as a whole (or as a large part of)? Or (more likely) just the devs were too lazy to make a small patch? Minor fixes should never take that much space.
