Eschuta's Temper, is specifically designed with the Elemental Masteries in mind. Its -15% to Fire and Lightning Resist works well with the increased damage from their respective masteries, and much the same with +15% cold damage for
Cold Mastery.

Although it generally falls behind other options such as
The Oculus,
Eschuta's Temper, and
Death's Fathom due to a mere +1 to skills, with the full set it is still a powerful wand.

Equiping
Tal Rasha's Lidless Eye gives +10% faster cast rate on amulet if equipped with
Tal Rasha's Guardianship,
Tal Rasha's Adjudication, and
Tal Rasha's fine spun cloth, making it effectively +30% faster cast rate to equip.
Also, if running this set-up (
Tal's armor,
Belt, and amulet) the lidless eye is fairly strong and will often beat out the raw damage of HOTO, Oculus, and
Eschuta's Temper for fire and lightning builds due to lidless eye's rare negative resist. The exception is once an Infinity is acquired for your mercenary (or a paladin is running
Conviction in your party) the lidless eye will fall behind those three items for non-immune monsters.
