Fixed Bump all trades not working

1) Logged in
2) Looked at one of my trades and bumped it manually
3) Looked at my stash page and noticed the "bump all", clicked bump all

Result:
- 15s cooldown starts and counts down
- No trade was bumped after the cooldown was not any reasonable amount of time after that
- Trades could still be bumped manually, one by one (confirming they weren't actually bumped by the bump all)

Attempted this twice, the bump all did nothing both times, other than show the 15s timer counting down.
