The lack of ED/IAS does seem unappealing, but the constant tick to knock back/interrupt undead has a lot more value that I initially thought. The knock back makes hordes of Skeleton Archer and mages, Willowisp, Bone Fetish, Reanimated Horde / Pindle, Greater Mummy, etc become considerably less troublesome/lethal. 5% of Lvl1 Amplify Damage ~vs~ 20% chance of Lvl 15 Decrepify. Utility and proc chance of Decrepify win in this scenario IMO.
3OS Phase Blade are relatively inexpensive and start at -30 speed.
You have the other weapon slot to occupy with the damage dealer.
