Lo rune droped on Cows??¿

I got a

Lo rune in Hell Cows, but according to the information i readed

Lo rune only drops on Act 2+, and cow lvl is on Act1. How is it posible?

Have they changed the locations where runes can drop?

The

Secret Cow Level is much higher than the Act it is in because you have to beat that difficulty to open it.

Secret Cows Area level per difficulty:
Normal - Area Level 28
Nightmare - Area Level 64
Hell - Area Level 81

Cows can drop any rune. Some instances are well above average in the act. For example, the Pit in the 1 act has a level 85 the same as Worldstone Keep (Act 5 the way to

Baal)
