I got a Lo rune in Hell Cows, but according to the information i readed Lo rune only drops on Act 2+, and cow lvl is on Act1. How is it posible?
Have they changed the locations where runes can drop?

Can be used to make Runewords:
The Secret Cow Level is much higher than the Act it is in because you have to beat that difficulty to open it.
Secret Cows Area level per difficulty:
Normal - Area Level 28
Nightmare - Area Level 64
Hell - Area Level 81

Cows can drop any rune. Some instances are well above average in the act. For example, the Pit in the 1 act has a level 85 the same as Worldstone Keep (Act 5 the way to Baal)
