I don't think so, fire res is mainly to compensate
Andariel's Visage penalty, but you want it to be paired with attack speed or enhanced damage, not with lower reqs.

This is the kind of jewel where having less resistance makes it valuable. There is a small market for fire res / -15 req jewels with a zero level req. But yours is too high.
I'd use this jewel for crafting.

D2R is nothing but a highly complex paper doll dress up simulator.
