Is this pelt worth anything? It gives a nice +2 to shapeshifting and an additional +3 to skills from the same tree, but it only Rabies and Hunger. Is there any niche use for it, or should I give it to Charsi?

Armageddon does not fit well with the rest and hunger isn't that useful. It's better to have some life or mana stolen on the weapon or a ring.
That leaves +5 to rabies. Jalal's Mane already provides +4 and a lot of other useful stuff and the best in slot is probably metamorphosis. metamorphosis has +5 shape shifting skills and can be made in a +3 rabies base.
Since metamorphosis can only be made in ladder maybe it has some use but I personally would just stick with jalal's mane till I can buy a metamorphosis from a previous ladder season.
Trading for: runes / pgems / keys / yellow and green essences / low runes: Ral, Hel, Nef, Sol, Spirit runes, Eth

You are right, when looking at other alternatives, using this pelt makes no sense.
