Nope. For value you need 10, 15, or 20 fcr as they are relevant for breakpoints (15 is uncommon though due to the wide use of Spirit).
Only the niche Lightning Bolt Sorc would benefit from 9fcr and even then the benefit is marginal.
You have to give up just too much compared to even a bad Mara's.
On top of that, it's lvl 89 requirement, which makes it even unusable as an intermediate solution.

You still probably can get some pgems or a Pul for it, I believe.
