Sadly, the min level for 20% FCR on a Circlet is 29. It's a nice one to stash for twinking, but I don't think you'll get real currency from the LLD 30 market.
Maybe a mid-rune for someone looking to get started? Pul- Mal seems fair, but seriously, I don't know the duel market.
