AFAIK bladesins are the only assassins who use such katars. In genereal want to use an ethereal weapon for the huge dmg boost. For a bladesin that's even more true since Blade Fury and Blade Sentinel don't decrease your weapons durability. Only Blade Shield does but is the least important dmg skill for a bladesin. So if you don't have indestructible or repair mod on your weapon you just don't use Blade Shield.
Your Katar only has the Grinding prefix (+0.75 per Character Level to Maximum Damage) and Master's prefix (+151-250 to Attack Rating and 101-150% Enhanced Damage). Everything else rolled too low or isn't useful at all. That's only 2/6 affixes and it's not ethereal.
To have value you want ethereal, 250-450% ed, 2 os, fools mod and so on. Here is a picture of an extremely good rare claw as an example (from maxrolls guide for a bladesin): Of course a claw doesn't need all of that to have value. Usually with ethereal and 3 good rolled useful affixes it should have at least some value. But you have to compare to the other non-rare options for a bladesin. E.g. Plague in an ethereal elite base, ethereal Fleshripper or Death in an ethereal elite base.
