I wouldn't Charsi it. It could be used for niche builds that don't need FCR on Helm. Potentially blizz sorc or Hydra/ Meteor sorc. But even then Tals set is usually used for Blizz and Flickering Flame for fire builds. Could also be used for meme builds (wear bear sorc, Demon Machine sorc, etc). But people don't want to break the bank when building a meme character.
