Without FCR, no value or just a couple of pgems. Indeed, a Shako or an Andy visage will inevitably be better.
Circ 3 with Teleport charges may reach a little more, perhaps around Ist, for the right buyer, but may take ages to sell. EDIT - as said below, 3 is probably significantly more than Ist

The issue is that Shako being so good and cheap you need something that Shako does not have to make them viable. Main 2 contenders are 10 or even better 20 FCR and 2 open sockets, more niche are Visionary mod (AR+max damage per level) and faster run walk (for Zons only)

Circlet 3 is quite good. If it had 2os, it would be gg. But still deserves HR.

As someone who relied on Teleport charges for a long time:
Level 3 Teleport is more expensive to repair with Gold than level 1 so actually not good in this regard (it comes with more charges though which is good for recharging with Ort). You will recharge this with lots of Ort runes which is annoying as well.
With fcr, it would be really good. Without, it is just a temp until you get Enigma.
Which means: Not worth HR (unless you mean Gul by that)

#3 is a good Circlet for a melee pvp paladin build.
