Hell completed: Sorc, Druid, Paladin
Nightmare completed: Ama, Assa
Normal completed: Necro, Barb

The only relevant Runeword for wands is White that is not for summoner...
A simple Golemlord's Wand (3 nec summ L45) is strictly better.
And a Spirit sword (L25), while technically not strictly better (
), will be preferred over it.
Even for self leveling a wand with
3 Raise Skeleton and/or 3 Skeleton Mastery will probably be better

The standard for a summoner necro to compare with is Arm of King Leoric and that is super cheap so no value.
