The market for safety amulets is pretty small. Only two sold on diablo2.io so far (pricecheck.php?item=3857)
With only +1 skill I don't think it has any value. Also pala can get max block easily thanks to Holy Shield.

Unfortunately there is a good reason why no one crafts safety stuff. 
Main: Necromancer / Second: Assassin / Third: Amazon / Check my stash, my crafts and my many cheap Annihilus
