Can someone offer a rationale as of why a +1 Skiller + xx Life GC is worth eleventy bazillion Jah and an Annihilus of upper mid roll is hardly ever worth more than Ist?
Anni takes up the least amount of space in inventory and provides several benefits plus skiller.
Is it because you can stack skillers and can carry only one anni? Or is it based solely on rarity? Or is it just the insanities of the market?

Your presumptions are quite correct 
Once everyone has "enough" annis, they are not very valuable any more. Whereas Skillers+Life (40+) are quite rare, and most players loved to have more than one of them in the inventory
As for me for example, Ive probably "found" (or better "harvested" thanks to beloved DClone running Koreans) 30 annis in 2 years, but only 4 or 5 skillers with 40+ life.

Yea there are just so many annis around it's hard to get very much for any roll besides near-perfect
I also imagine less demand on nl in general, since you're usually getting an anni fairly early on in a characters lifespan and most nl players are spending time building on pre-established characters rather than creating fresh ones

It will be the same for Renewed Sunders and Uber Jewels soon, too. A very good case of supply and demand making a low average price.
Anni is very powerful, so the demand is definitely there, but it is limited by China's one child policy...excuse me, by Blizzard's one Anni policy. And the supply is huge after endless Uber Clone walks.

Rarity + usability.
No character needs more than 1 anni. And a perfect anni is 1 in 726.
By contrast, you'd want up to 9 skill charms. And to get one with the right skill for you along with 45 life is something like 1 in 123k, give or take. So something like 1.1 million grand charms to fit your character with 45 lifers.
And sure, grand charms are even easier to get than an anni. But not "~1500 GCs for every anni" which would be about the ratio you'd need to pull even with regards to "effective scarcity".

They may have nerfed the rate, but it is still a rapidly growing supply of jewels vs the quantity currently in existence, likely in excess of the consumption rate. It is a consumable though, which should help it hold up more than sunders or annis. Rune supply of course also grows faster than consumption, but as a pct of present supply is much less since runes have existed for decades
Right, I believe the Uber jewel price will fall but what will fall more is the price of items already socketed with these. Personally, I haven't seen an Uber jewel yet in game, and I am in absolutely no hurry to get one. I count on coming across some sooner or later.

Generally speaking, yes, but the runeword Chronicle has definitely decreased the amount of runes that are stored away.

not hurry to get one mind is good .
but you have to understand, 1 vs 0 is big difference. to own one vs not have that.
You can get bottom roll with few Ist or Perfect Amethyst.
bottom roll vs perfect roll, the difference is not that big. or you can say , if your equipment is not setup correctly, bottom roll will have same performance vs perfect jewel.
So....get cheapest jewel for your run.

6/-7 , I can see some trade around Ist, meaning
you can get much cheaper one when it is 5/-5 , likely 2 - 4 Perfect Amethyst (it is around the time I Key in this post)
Some Trade is available for both rotw and LoD, Most rune , Perfect Gems is only in LoD side.
