No, -ELR% only counts for the character wearing it, you or the merc. If it's on your gear, it only helps you, not the merc. And vice versa. IIRC the only stats that the merc inherit from the player are magic find and Gold find, and it's one way (you don't benefit from MF/GF on the merc's gear when you make the kill), and only when the merc gets the kill.

There are some summon/minion skills that inherit the -res% / +dmg% stats (snapshot at time of cast), but not all minion skills.
