so upgraded to msi 1060 video cardand now i cant even get the game to boot at all, just crashes at the load screen

I'm by far a computer expert. However, I can see a couple issues from your specs. 223 gb for a SSD isn't much at all. You should be able to get a TB or 2 for cheap as an external plug and play drive. Also, after updating your GPU, are you noticing any other issues? Sometimes Drivers for the new one need updated or you have software trying to read the old drive that's not there anymore

i uninstalled, reinstalled the driver it says its the most current and in working order
im sort of feeling like its a settings thing but i have no clue what i should look for there
if i put all the settings to the lowest it will load but its not a full screen its a tiny window to play from

What you're looking for is your C:/ drive. Considering the age of your PC I'm assuming you're either using Win 7, or in that range? If you go to start on the bottom left, and then in the menu look for "My Computer" or "This PC." This is a screenshot I got online but it should looks something like this. a 1060 pretty low still, but i understand GC expensive lots of jahs. The at or the ram or CPU. If you are on Nvidia then you can push Alt R and get the overlay and get temps posted on the overlay. I would Cap FPS at 60 and see if that solves it, or look at specie and watch your temps as you play.

So you have a CPU that is very old, when was the thermal paste replaced last? The GPU is not being recognized, and the old GPU is barely meeting the specs, and Ram is not the min recommended. Now you can run D2r not ROTW on lots of gear i had it running on a intergrated graphics Ryzen 3 7000 seriers laptop with only 8 gb of ram but would only really run well in legacy graphics mode.

That should be fine.
