Perhaps it's no longer worth spawning heralds because they're droppin nothing and we can get latents from other monsters too. Maybe it's waste of time now except of theirs exps...
Maybe, but if you're farming things like statues or essences, you might have no choice but to deal with at least 1 Herald pack along the way.

I haven't seen a single Herald while boss/Key/whatever farming since the patch. That minimum clearing % very much hard prevents that from happening.
Even if you take out every elite pack along the way, there's still a very good chance you don't make it past the threshold meaning even then, you usually still won't see one.

Not really a matter of luck as much as it is you then not just target-farming the bosses but also clearing a significant amount of stuff along the way.
Since the updated spawn mechanics with the last patch, it should be literally impossible for your first (T1) Herald to spawn until you have cleared ~52% of the zone. Luck or no luck, that should be a simple mathematical fact now (trusting Pavke's numbers here, seeing how they very much line up with general observation). And the act bosses alone simply don't account for ~52% of the spawn zones. The closest you'd normally get while target-farming is CS with heavy density seal mobs but even then you shouldn't break 50%+ unless you go out of your way to kill extra mobs along the way.
That's not to say one shouldn't do that, seeing how Herald = sunder chance at least. But if one is solely target-farming the bosses as fast as possible, there should be exactly 0 Herald spawns, ever.
The only potential exception (admittedly haven't tested that enough to be sure) should be IF hitting the last seal counts as an individual kill on each remaining mob in which case there would then be a chance to trigger a Herald every time you pop the last seal. Though since seal-popping for loot requires active mobs, odds are the same is true for Herald spawns, meaning that possible exception shouldn't really apply.

I think I have done a few hundred TZ Chaos runs since the patch with only seal popping and BigD sniping. I only remember getting one Herald. Therefore I am quite sure that the mobs dying from the last seal do not count.
But who needs Heralds anyways..? Today I got two Sunders from TZ Baal and one from TZ Andariel. In sum I now found five Sunders since the patch (none from Heralds) and have killed maybe two or three T1 Heralds. Funnily I also got maybe three or four Gheeds which, as far as I know, should be much rarer now.
EDIT: Just now Sunder number six has droped (after two magic now two fire)

I've been mostly farming Baal and Diablo which does require clearing a significant amount of density (TOD waves, seal bosses, etc) so maybe that makes sense.
I also dislike using Enigma on my FoH smiter, if there's an area i want to get through quick i just turn it to P1 settings vs my usual default of P7.
