The ED is too low and it has no IAS, so not good enough for hitting with it. It's also not ethereal. And for skill based builds, it's lackig 2 to assa skills.

Depends on the build.
E.g trap assassins' BIS is magic Claws with 40 IAS, 3 assa skills, 3x3 specific skills and 2 sockets from Larzuk.
Rares can be close to that.
