I made a ticket to bnet of course but their response is not quite satisfactory (they are investigating!)
so if anyone already faced the issue and was able to solved it ...

Apparently, there's multiple reasons as to why that could happen that don't necessarily give you yourself a useful error message instead of just the 7k:
- He/she put you on ignore
- He/she got banned
- He/she has parental controls activated/online chat deactivated
That's at least a few of the possible reasons. In each case, blizzard may not be able or 'legally willing' to tell you exactly why things aren't working.
Though b.net chat just being broken does of course remain an option.
In fact it was working with everyone (was able to contact anyone and vice versa)
and now it's NOT working with anyone , so this not just me with one person
furthermore no one is able to talk to me either
blizzard says it's about making someone friendly/unfriendly while a conversation is active
but I think (as it is what I did) it's more about "cleaning" old conversations
