Binding is way, WAAAAAAAAAAAAAAY easier again than it was on the PTR. Thank gawd.
But yes, you do still have to damage the target and actually hold bind and keep channeling. If you keep hearing "I can't do that", you need to dmg the target more (audio cue is new). Once you stop hearing that while channeling, stop dmging the target and just keep channeling until it succeeds.
Went through multiple binds just to make sure it wasn't a complete fluke. Works reliably, just dmg and hold. Way better than it was on the PTR.
Either way, respec done and got myself a shiny new TZ96 cursed/freeze Hephasto so all is well again.
Nice of them to time the patch to right before river TZ.
Side note:
He still very easily face-tanks T5 heralds. I guess they did get nerfed a fair bit but yeah, no worries whatsoever there.
Even the dreaded cursed/conc/bystander-fana lancer that 1shot my merc instantly could barely scratch him.
