Interesting. I just logged out and back in to see if my bound Heph still had Conviction and he does. I can also still use a two-handed staff with a shield.

You actually have to properly dmg the target now and then hold bind to channel for very likely an extended period of time before it finally succeeds.
That is unless they changed it again from the PTR.
