The chance to crit is rolled when the weapon is thrown, so piercing and critting multiple enemies doesn't replenish any more than throwing and critting at empty air.
So yeah for the OP, there's no way to 100% guarantee a crit but you can turn the odds very heavily in your favor by getting as high of a Throwing Mastery level and stacking as much Critical Strike and Deadly Strike as you can.
Highest you can get (with a skill shrine) is level 40 Throwing Mastery (33% crit strike, 62% non- Consume), level 10 Critical Strike (56% crit strike), and 87% Deadly Strike. That gives you a 0.67 * 0.38 * 0.44 * 0.13 = 0.01456312 * 100 = 1.456312% chance of consuming quantity (all crit and non- Consume rolls fail), 2.376088% chance of non- Consume (all crit rolls fail but non- Consume succeeds), and 96.1676% chance of replenishing (any crit roll succeeds). Hopefully I did the math correctly.

But what's missing, apparently, is that you can reach 100%+. When using Double Throw and equipping the ethereal 1-quantity upped throwing weapon in off-hand, the deadly strike from mainhand applies to both thrown weapons. So Warshrike + Gore Rider + Guillaume's Face + Highlord's Wrath at lvl 55 = 100 % (or lvl 80 Highlord's Wrath + Deathbit) no-consume + replenish for off-hand. I'm pretty sure that the "replenish check" (like "hit check" and "deadly strike check") are independent for each swing with Double Throw (or any skill that uses both weapons) 

So you cannot reach 100% with a weapon without Deadly Strike
But you can reach up to 87% if you add
Lance Guard and use "normal attack"

But in practice, probably a total 67% (2/3) considering Throwing Mastery + Deadly Strike + critical trike would be enough for you to refill your weapon in the long run 

(at least against weak low level monsters where's you will have 95% hit chance, as you have to actually hit the monster too

I think you are confusing two things. Regarding the replenish, call it a bug, if you will, it works the way I posted.
If you find a gg ethereal rare throw weapon, upgrade it in cube, and hit 1,5% of getting burned because ypu did 87% + Peace + mastery, you will hate yourself.
