Only 94TZ+ Radament, Griswold, and Nihlathak can drop a chance to cast level 20 Blizzard Snowclash--but it's a possible drop.

Technically, 20 is correct, but a 20 roll is very very rare and needs very special circumstances. That's a special case. And I guess that very few of these items exist. On Traderie, I cannot find a single one that is for sale or has been sold.
Normally, an item that drops can ALWAYS roll all numbers that are defined to be "rollable".
So, changing the max roll to 20 would be a bit misleading.
What is needed, of course, is an entry in the database that it can roll 20 in very special circumstances. And we already have that.
