if you dont mind answering or pointing me in the right direction of a good resource, how high would the ED have to be with ias have to be to be valuable? i found a Legendary Mallet with 275%ed and 40%ias, is that to low ed? trying to get an idea of what to hold onto as far as rare and magic items as i farm.
Runewords give an indicator.
Fury, Oath, Breath of the Dying, Ritual, Mania, ...
They all provide IAS and ED, some of them even indestructable.
If your rare with it's jewel(s) (usually 40ed 15 IAS) is better than those runewords, it got value.
This is not the full picture though, because...
1. Runewords do not work on all bases. Special case: Many Rare Claws/katars often have value when Eth because there are not many runewords for them and some skills don't use durability but weapon stats, so they don't need a Zod to benefit from Eth.
2. Some runewords are banned in PvP (this is where those rares are usually used). So some rares could have value despite being inferior to a given runeword but that's more an Edge case. PvP players don't look for good items though. They look for extremely good items.
Things to look for:
300+ed
40 IAS
Eth (+self repair)
2 sockets
Extra AR is a plus
So unless your Legendary Mallet has 2 sockets and/or is ethereal, it's not good enough for high value.
When in doubt, you can always get a PC here.

So 275% ed and 40% ias are two good rolls on two very useful affixes. But since you can have 6 good affixes + ethereal, only 2 is not enough to have value.
Thanks for the responses! Comparing them to runewords made sense and i did consider it when posting the Cestus. I am going to take a look at the post about blue items as well and the comment about pvp people wanting the cream of the crop makes a lot of sense especially with what runewords are available. Is it the same for White bases? superior ed%15 or bust? for dmg and for skill items how many of the possible +9 to correlating skills does it need to be valuable?

Many White/grey items are useful for PvM and it doesn't really make a difference if your Merc is wearing a 800def or a 803 def armor. But the value increases exponentially the closer it gets to perfect, often from PGs to Ists to several Jah.
For items with property skills, imho you need at least 3 in main and 1+ in additional skill.
For instance, I found a 2 Nova + 2 Lightning Mastery + 1 Hydra staf. It could be used for Obsession. But when you compare it to Hoto+Spirit, you see why +3 in Nova is so important.
If you are talking about the actual runeword White, then you need 3 Bone Spear. The value of plain ones is low because they can be easily shopped at Drognan's. But it takes several hours if you want something better than plain. There are also great bases for the White runeword that can't be shop due to item/skill level so they have to be found. Since they save you the prerequisite skill points for you target skill, which you can then use to boost Bone Spear through synergies, even 1 point in those is enough to increase the Wand's value by a multiple. Obviously, the same goes for the 3rd skill.
Usually you want 3 Bone Spear, 1-3 to Bone Spirit, and then either 1-3 to Revive or 1 to a good, high level curse (most desired are decreptify and Dim Vision). Curses only need 1 because they don't get stronger with more points, but a high level curse can safe you up to 4 (decreptify) hard points. Bone mancer don't need Lower Resist so you wouldn't safe anything on that one.

Yeah i was referring to any base item used for rw's. Cool to see 2/3 skill+ is valuable, but it makes me a little sad because i have definitely npc'd a few nice ones then. I pickup pretty much everything that looks that it could possibly be valuable to find that Diamond in the ruff. As far as BLUE items go im not to sure what to look for so i only pick up ammys to look for +3 tree skillers with a good second stat. From the comment on rares it makes it sounds like not to many blues could be valuable because you get a single prefix and suffice and rares get 6.

In addition, if you give a magic item to Larzuk, there is a 50% chance to get sockets (if said item can have 2 sockets).
Examples for valuable magic items are circlets with 3 tree skills + 20 fcr (and 2 sockets), or +6 to a primary skill (e.g. pelts with 3 Tornado+ 3 ele), javelins with 6 to Java and 40 IAS, ...
There are also items for LLD, e.g. Circlet with 2 tree skills and 20 fcr / 30 fre require only lvl 30.
