AFAIK LLD doesn't care for res but needs life, str, dex and rep life. So I doubt these Boots will have value for lld.
For PvM the res is too low to have value. IMHO most unique/set Boots are better.
Typically NatalyaBoots are better IMO.
Still they are excellent for levelling, I'd keep them for that purpose, but no réal trade value
My personal favorite for leveling is Sander's Riprap
Lvl 20, 40% MS.
IMO the 40% MS is just great to "fly" through the lower levels. I usually keep them very long, often even up to hell.
