Req level: 65 Quality level: 58
+2 To Fire Skills 2% Chance To Cast Level 13-19 Meteor When Struck + (0.75 Per Character Level) 0-74 Fire Absorb (Based On Character Level) Adds 24-48 Fire Damage Replenish Life +10 +4 To Light Radius
The Rising Sun is used for its Fire Absorb stat. Paired with high fire resist the player becomes more or less immune to fire damage, especially from smaller hits such as Hydra cast by Council Member in Travincal.

With the new D2R Patch 2.4 balance changes on the way, bringing with it many buffs to Fire Skills across the board, this could be a great alternative amulet to have. Combining this with the likes of the new Runeword Flickering Flame (which having Resist Fire aura, will likely prevent any fire damage to you at all) and other fire skill boosting equipment, you will output incredible fire damage, especially in areas without fire immune enemies like Stony Tomb Level 1 (which is being raised to a level 85 area).
You don’t necessarily want to pair this with high fire resist for areas like Travincal . Fire absorb will convert a certain amount of fire damage taken into healing instead, but if your fire resist is too high you won’t take enough fire damage to convert into heals. Running this with like 10% fire resist on my horker for hell Trav runs and every Hydra shot is basically a Minor Healing Potion.
The remarkably high Fire Absorb found on this Amulet is an effective - if unconventional - means of mitigating the penalty imposed by Flame Rift. Given that the character is already seeking to sunder Fire Immunity, the +2 to Fire Skills The Rising Sun provides is almost guaranteed to be welcome in such a use case.
The odds of a unique amulet being The Rising Sun:
Qlvl 57 or less: Cannot drop
Qlvl 58-59: 1/11
Qlvl 60-72: 1/12
Qlvl 73-79: 5/68
Qlvl 80-84: 5/73
Qlvl 85 or more: 1/15
Underrated amulet imo — with the fire absorb, my fire Sorceress can face-tank the Council’s Hydras or Pit Lords and get healed to full in a split second, even with fire resist deep in the red.
The skill level (slvl) of Meteor cast when struck is not randomly selected when the The Rising Sun is dropped - rather, it is calculated from the ilvl and the native required level (rlvl) of the skill, which is 24 in case of Meteor. The list below shows the relationship between the slvl of the Meteor CtC effect and ilvl.
ilvl 72 = slvl 13
ilvl 76 = slvl 14
ilvl 80 = slvl 15
ilvl 84 = slvl 16
ilvl 88 = slvl 17
ilvl 92 = slvl 18
ilvl 96 = slvl 19
ilvl 100* = slvl 20
* The only enemies in the game that can drop The Rising Sun and that may exceed level 99 are Griswold, Radament and Nihlathak, and this can only happen in a Terror Zone at TZ94 or higher. These 3 superuniques have a +3 level bonus which means that in TZ94 they are level 100, rather than 97 like other unique monsters would be.
