Valkyrie gets

War Pike, but does it need to be hard points invested or just lvl 17 (including lvl from gear)?

The items obtained by a

Valkyrie are dependent on slvl, which is to say, the effective skill level at the time of casting including bonuses from equipment. If you need further convincing, note that there are items that are not obtained until after slvl 20.

only sinergies need hard points, everything else works with soft points.
I don't see any difference in my sorc running 1 hard point

Cold Mastery +19 soft points a total of 20. vs running 20 hard and 19 soft to a max of 39. she still kills stuff in 1 or 2 hits. not counting immunes to cold lol.

Not only synergies. For example Paladin's

Resist Fire's,

Resist Cold's and

Resist Lightning's max res bonuses (both active and passive) are based on base skill level.
