only sinergies need hard points, everything else works with soft points.
I don't see any difference in my sorc running 1 hard point
Cold Mastery
+19 soft points a total of 20. vs running 20 hard and 19 soft to a max of 39. she still kills stuff in 1 or 2 hits. not counting immunes to cold lol.

Resist Fire
's,
Resist Cold
's and
Resist Lightning
's max res bonuses (both active and passive) are based on base skill level.
