Not sure about pvp but I guess not good enough for that. For pvm Jalal's Mane is better and very cheap. So I would say no value.
not good enough for pvp imho. even at lvl 30 you can have 30 frw, 20 fcr, 2 os and 60 or so life on a circ.

I don't know if there is shape shifting LLD build, but the Circlet rolled with high value for lvl 30.
Anyway 10 replenish life, 4 minimum dmg and 20 FRW are max for lvl 30.
Don't know think if that's enough for any trade value.
